Strategic Performance Assessment of the Eastern Cape PGDP

The Eastern Cape Province has undertaken to carry out a review and a strategic priority and programme assessment of the 2004-2014 Provincial Growth and Development Plan (PGDP). At the time of its launch in 2004, there were 27 so called ‘flagship programs’ attached to the PGDP and their implementation was planned for the 2004-2007 MTEF period. This MTEF period was over with the 2006/2007 financial year hence it is an opportune time for a performance assessment of the PGDP.

Mzimvubu River Basin

The Mzimvubu River Basin has been described as the river system in the Province with the greatest potential for associated development through utilisation of its resources, given its status as one of the areas of highest mean annual runoff in the country.
