Report on JIPSA Activities in the Eastern Cape

The South African Government decided to support the
|
|
implementation of ASGISA in putting into place JIPSA (Joint
|
|
Initiative for Priority Skills Acquisition) in 2006. JIPSA was meant
|
to address the skills shortages in the country.
|
|
In the Eastern Cape the Government is confronted with the same
|
|
problem on the provincial level: the miss-match between the
|
|
training outputs and the need of skills in the economy is obvious.
|
|
Furthermore challenges are faced in terms of co-ordination of
|
|
Human Resource Development (HRD) in the Province due to the
|
fact that there is no institutional set up to deal with it.
|
|
The PGDP review also showed the important role of provincial
|
|
co-ordination in HRD, the formulation of the Industrial Strategy
|
|
shows the skills deficit in key targeted sector and the Jobs
|
|
Summit recommended in 2007 to set up an ‘Education & Human
|
Development Advisory Council’.
|
|
Based on this analysis the provincial government decided to set
|
|
up a JIPSA-like structure in the Eastern Cape. In November 2007
|
|
a JIPSA EC secretariat was populated at ECSECC to support the
|
|
overall implementation of the initiative which is funded through
|
|
the Office of the Premier. The first provincial JIPSA Council meeting
|
|
took place on the 26 March 2008 and the provincial representative
|
|
structure got the mandate to co-ordinate skills development in
|
|
The JIPSA Council is headed by the honourable MEC Nkwinti
|
|
and consists of representatives from the Provincial Government
|
|
(DG and MECs); organised labour and business, youth, national
|
|
SETAs, SALGA, Vice Chancellors of all provincially located HEIs,
|
|
three FET Colleges and the Chief Directorate for VET and ABET.

|
Even if there are synergies between the national and the provincial
|
|
initiatives there are also fundamental differences. The Provincial
|
|
initiative supports primarily the optimization of the Education
|
|
and & Training system, the actual implementation for identified
|
interventions and ensures monitoring and evaluation.
