Operations, Corporate Affairs and Finance Programme

Goal

Development and implementation of effective and efficient ECSECC management and governance system and procedures.

Purpose of the Programme

The purpose of this programme is to ensure that ECSECC is effectively managed and governed within dictates of legislation and corporate governance that governs public entities. Its aim is also to provide an enabling environment foremployees as they implement ECSECC programmes, through proper systems, policies and procedures.

Description of the Programme

The Operation, Corporate Affairs and Finance Programme serves as support functions whose main aim is to ensure that ECSECC is efficiently managed and that a conducive environment for productive work is created. The Operations and Corporate Affairs Finance unit was identified to a key pillars of a well managed organisations. The programme also priorities implementation of policies, systems and procedures governing the organisation.

The finance unit strives to maintain effective and efficient financial management to ensure value for money in the spending of public funds. It operates under the framework of treasury regulations, the PFMA and GRAP. ECSECC has financial procedures and policy manual which informs financial management. ECSECC‟s finance and Administrative committee meet on a quarterly basis to review finance and administration matters at ECSECC. ECSECC reports on a quarterly basis to the Office of the Premier regarding its stewardship of resources allocated to it, thus variances from budget are identified timeously and corrective action taken.

A mid-term report is also submitted to the Office of the Premier as a performance monitoring mechanism.
