In delivering his 2015/16 policy speech to the Eastern Cape Legislature, Premier Masualle said "Part of integrating and expanding the role of ECSECC will include the social and economic infrastructure programmes into the work of this entity, moving beyond its current scope of co-ordination of national strategic infrastructure projects." ECSECC will support the Office of the Premier as the strategic centre of infrastructure co-ordination in the Eastern Cape. This mandate will enable ECSECC and the Office of the Premier to provide strategic leadership to infrastructure in the province and also lead the implementation of the ten year infrastructure plan that will be completed during the course of this year.
Government adopted a National Infrastructure Plan in 2011 that is intended to transform the economic landscape of South Africa, create a significant number of new jobs, strengthen the delivery of basic services to the people of South Africa and support the integration of African economies. Cabinet decided to establish a body to integrate and coordinate the long term infrastructure build, namely the Presidential Infrastructure Coordinating Commission (PICC) with its supporting management structures.
Eighteen Strategic Integrated Projects (SIPs) have been developed and approved to support economic development and address service delivery in the poorest provinces. Each SIP comprise of a large number of specific infrastructure components and programmes.
The project will create an enabling environment for accelerated socio-economic development of the province through improved oversight and integration in the planning, implementation and reporting on the provincial infrastructure programme, with a particular focus on the SIPs with a footprint in the province.
ECSECC's niche in the project is to bring together all relevant stakeholders and facilitate collaboration among key role players in infrastructure. A Provincial Infrastructure Reference Group will be set up as a consultation platform with the principal stakeholders.
The elements of the project are:
- Ensure statekholder are up to date through monthly reports on PICC and SIPs progress
- Provide stakeholder platforms for prioryt infrastructure projects: ICT, Mzimvubu and N2 Wild Coast Road
